Incoming Public Service Commissioner Sir Brian Roche says taking on the role was a big decision, but he believes he has a contribution to make.
He'll start in the role in November, holding it until July 2027.
Roche has held previous roles across both the public and private sector.
He told Mike Hosking the Government sets the tone for how the public sector works.
Roche says this Government's been very clear in its desire to raise the sector's performance, and he says the sector itself would like to do that.
