Licensing centres are facing disruptions after running out of the specialised paper used to print vehicle licence discs and registration documents. John Maytham speaks to Stefanie Fick from OUTA about what the shortage means for motorists, who should be held accountable, and why South Africa's licensing system may be in need of broader reform.
