He says draft regulations enabling City Police to investigate serious crimes have been submitted and are awaiting approval, while communities continue to bear the cost of delay. Hill-Lewis insists the City is not seeking to replace SAPS, but to strengthen the criminal justice system by helping build prosecution-ready cases.
