Are School Districts Set Up for the Students/Parents or for the Teachers/Administrators?

Seems like Denver Public School and Jefferson County Schools choose the latter.   Jimmy Sengenberger, Columnist, Denver Gazette joins Jeff and Bill to outline his latest piece on the rot at the core of both school districts.  Violence, Sexual Assault, and Grooming all seem to be accepted practices.  And people wonder why Public School have a bad reputation.
