What Does "Home Rule" Allow?  Douglas County will vote on Home Rule in a June Special Election.  Why?

Lora Thomas, Former Douglas County Commissioner is in studio with Jeff and Bill.  She outlines what Home Rules does and does not mean.  She says the county explored the idea while she as in office and the current promise of "ignoring" some state laws is not true.  Lora says Home Rule will not allow local law enforcement to work with ICE, but it could allow County Commissioners to cut water deals.  Is this what it's really about?
