Colorado budgeted $14.7M for health care for illegal immigrant mothers.  The actual cost was over $104M.  More mothers and expected signed up and that is a problem.  Jeff, Bill, and callers discuss how/why the budget got so out of whack.  Then the big question, what do we do about it?
