In Colorado Extreme Indifference is a form of First-Degree Murder that applies when someone shows "universal malice" in a mass attack.  Examples are the Aurora Theater shooting and the King Soopers shooting.  Colorado Democrats want to lower the punishment for trying to kill multiple people.  Representative Dan Woog, of Law and Order Action, joins Jeff and Bill to outline the proposed changes and how it would put convicted killers back on the street sooner.
