Xcel Energy and the Colorado Public Utilities Commission want land in Elbert County.  Can they take it through eminent domain?

Jeff and Bill welcome Kerry Jiblits, Elbert County Environmental Alliance to outline why Elbert County is pushing back on the solar development in the region.  Some landowners have offered to lease some land but Xcel wants other land in different places.  Should they be able to take it so we can reach out Green Energy goals?
