With more mentally ill accused of crimes, do we need Mental Institutions again?  Jeff, Bill, and callers discuss the long rap sheet of the man who killed himself by walking into a plane engine at Denver International Airport.  Did society fail to give him the care he needed?  There are incidents where he was found incapable of facing charges for some crimes, should that have been ignored, and he should have gone to jail/prison?
