Rear Admiral (Ret.) Mark Montgomery is the Senior Director of the Center on Cyber and Technology Innovation at the Foundation for Defense of Democracies, where he works to advance U.S. security and counter cyber threats from adversaries like Russia. He also directs CSC 2.0, continuing the work of the congressionally mandated Cyberspace Solarium Commission, which he previously led as Executive Director. Mark completed 32 years as a nuclear-trained surface warfare officer in the U.S. Navy, retiring as a Rear Admiral in 2017. A frequent traveler to Ukraine, he draws on firsthand visits to inform his analysis of Russian cyberattacks and battlefield innovation. He is also co-author of Axis of Aggressors: Countering the Cooperation of China, Russia, Iran, and North Korea.
