Paul wants believers to have prophecy rather than tongues:
There are 2 types of tongue gifts - personal and interpersonal
Tongues are edifying for one's own devotion
The Word of God must be understood to be believed
Tongues are not understood without an interpreter, so they are not useful in church if there's no interpreter
Prophecy is a more unifying gift
