With holiday parties underway, impaired driving is once again a major concern in Quebec. For Montreal's Antoine Bittar, it’s personal; his daughter Jessica was killed by a drunk driver in 2017. He’s now calling on the government to lower the legal blood-alcohol limit to 0.05. He spoke to Andrew Carter.
