The Texas legislature passed and Governor Abbott signed Senate Bill 4 in November 2023 which Amends the Texas Penal Code to include Chapter 51 entitled Illegal Entry into this State. MCCRAW, in his official capacity as Director of Texas Department of Public Safety stopped it from being enforced.
