There are 1,300 children in out-of-home placement in Sedgwick County. Sedgwick County Commission Chair Ryan Baty says if the county doesn't reform the foster care system, society will deal with the aftermath.  Baty commented during his weekly chat with Steve and Ted in the Morning on KNSS.
