U.S. midterms can change who controls Congress while leaving the president in office. David Schultz, a distinguished university professor of political science, gives you a Canadian-friendly guide to what the House and Senate each control, and why the distinction matters.

If one chamber changes hands, where does the president lose leverage first? David makes a case for watching one result especially closely. Then comes another hurdle: winning seats and getting an agenda into law are different tasks.

Why is finding common ground so difficult in the first place? David’s research takes that question beyond speeches and voting records into neighbourhoods, cars and groceries. The examples offer a surprisingly everyday way to picture the divide behind the election.

Topics: U.S. midterms, congressional powers, judicial appointments, presidential veto, political polarization
