York Regional Police Chief Jim McSweeney and Deputy Chief Ryan Hogan held a press conference confirming these details. The police union immediately asked people not to apply this to all officers, acknowledging it creates systemic doubt in policing. But legitimate database access is exactly what allegedly enabled the conspiracy.

The database access isn't the crime, it's the tool that enabled everything else. Officers with proper credentials can look up anyone's information at any time, and most do it legitimately.
