The Deputy Minister of Justice and Constitutional Development, Andries Nel, says the escalation in the number of children being recruited to form gangs over the years is worrying. Nel was speaking in Mitchell's Plain (on the Cape Flats) during a child protection commemoration event to mark child protection week.
