Gazetted in April, these regulations set racial and gender quotas for large businesses across 18 sectors. The DA says the rules are unconstitutional, accusing the government of state overreach and forced racial hiring. While the department defends them as necessary for transformation, the opposition warns they threaten jobs, equality, and economic growth.
