Noel McCaffrey joins Rory O'Neill and Jacqui Hurley to discuss the motion his club Clontarf are bringing to congress.  McCaffrey's motion would mean inter-county players would have to play a minimum of four league games with their clubs in order to play in the inter-county championship that year.
