The original 2020 law, signed by President Trump, put up to $1.9 billion a year into fixing roads, trails, campgrounds, visitor centers, and water systems. That five-year fund expired after FY2025. Parks still face a multi-billion-dollar deferred-maintenance backlog as America marks its 250th year.
Record visitation has worn down aging infrastructure. The National Park Service alone still carries a backlog in the tens of billions. Without a renewed Legacy Restoration Fund, crumbling bridges, failing utilities, and closed facilities stay on the list.
These are the landscapes and historic sites that define the country—Yellowstone, Glacier, Hot Springs, battlefields, refuges, and rural gateway towns that live off public-lands tourism. Restoration is about keeping them open, safe, and worth the trip.
House Natural Resources Chairman Rep. Bruce Westerman, Rep. Gabe Evans, and Rep. Troy Downing on the bipartisan push to reauthorize the fund at about $1.9 billion a year, paid from energy revenues, donations, and proposed foreign-visitor fees—not a new general tax.
