Vance delivered keynote remarks on Tuesday at the Ohio Republican Party dinner in Lima, Ohio. There, he recalled witnessing a tense diplomatic call in the Oval Office early on in their administration in which Trump was having trouble getting through to an unnamed foreign leader.

That's when the President decided to send his Veep into a full-blown panic.
