The California Assembly on Thursday approved a bill that would make it easier for prosecutors to charge a felony against those who buy 16- and 17-year-olds for sex.Commissioner Ricardo Lara on Tuesday cited a decision by a Department of Insurance administrative law judge that blessed a 17% interim rate hike for homeowners in the wake of the devastating Los Angeles wildfires. That was down from the insurance company’s initial request of a 22% rate increase.
