However, amidst this effort, South Africa faces a significant challenge with stalled housing projects. According to the Department's 2022/2023 annual report, over 3,400 projects across nine provinces are incomplete or delayed, with some inactive for more than 36 months. This situation, with financial implications reaching hundreds of millions or billions of rands, underscores the severity of the housing crisis. Our discussion will focus on analyzing the draft White Paper and examining how these stalled projects impact residents in urgent need of adequate housing infrastructure.
