The finance minister's power to implement an increase in VAT before legislation has been passed came under fire in Parliament on Tuesday.  The Parliamentary Budget Office (PBO) warned that it would undermine public participation and, because it is effectively irreversible, should not be done before the legislation has been passed. At least two political parties have sought legal advice on the constitutionality of the matter.  Thabiso Kotane speaks to Independent Analyst and Columnist, Khaya Sithole.
