The City of Johannesburg's City Power paid a politically connected businessman R12 million for a critical infrastructure project months before work was done, allegedly contravening the law, during a year in which the utility lost R2.8 billion. In March last year, Thato Moseme's company, Slide Exhibits, received R12 million to install public lighting in the City, despite junior staff warning that the payment flouted Treasury regulations that are in line with the Municipal Finance Management Act and the Public Finance Management Act.
