Speaking to Thabiso Tema on Power Breakfast, the chairperson of the Parliament’s Portfolio Committee on Co-operative Governance and Traditional Affairs, Zweli Mkhize, said Parliament is developing regulations to allow it to have a say in whether the National Treasury can withhold funds to municipalities. Earlier this year, National Treasury withheld equitable shares to 69 municipalities due to alleged financial mismanagement and non-compliance with the Municipal Finance Management Act.
