But the plan wouldn't happen anytime soon. Even when the Transportation Authority finishes its research, it'll take another 5 years before the plan would go into effect.

As we've been reporting, we're learning that the women's prison in Dublin is being shut down following multiple investigations into what has been called "rampant" sexual abuse.
