The three-county board that runs the train service has agreed that while they've already set the stage for upgrades of their trains and tracks, it's now time to provide housing where possible along the 51 mile right of way. KCBS Radio and Chronicle Insider Phil Matier says every space that goes to housing may mean losing a space for parking.
