Governor Gavin Newsom is backing a measure on the November ballot that would revise the state's Proposition 13, passed by voters back in 1978 to limit tax increases.

Phil Matier: Gov. Newsom Backs Revision to Prop 13

Usually at this time, we'd be joined by KCBS Insider Phil Matier, but Phil is away today. 

It's not out of the ordinary to see horses in San Francisco's Golden Gate Park, but that soon will change.

After a three month investigation led by the San Francisco Standard revealed long-standing evidence of mistreatment of animals, as well as several injuries among staff and the general public, horseback riding company Chaparral Corporation will no longer be able to operate in the city's park because officials revoked its permits. 

To find out why, KCBS Radio's Bret Burkhart was joined by Gabriel Greschler, local government reporter with the San Francisco Standard.

We're seeing a rise in the rate of homeless individuals and families applying for aid and housing. The number rose from 9,936 to 15,334 last year.

While Mayor Breed shared a two-year budget proposal for new emergency shelter spots and housing units, the city is incapable of meeting the demand.
