美国关税政策给全球经济带来重大不确定性。在这个充满变数的时代，新加坡企业、上班族和年轻人应该怎么办？在面对全球经济风暴时，新加坡是否具备足够的韧性应对挑战？

在本期联合早报播客《茶水间三问》中，国家发展部长徐芳达以及数码发展及新闻部长杨莉明针对全球格局变化对新加坡经济和企业的冲击、年轻人就业前景等课题，与主持人吴婉君展开讨论。

由副总理兼贸工部长颜金勇领导的新加坡经济韧性小组（Singapore Economic Resilience Taskforce，简称SERT）今年4月成立，主要目的是帮助本地企业和员工应对当前全球经济挑战。徐芳达和杨莉明也是新加坡经济韧性小组成员。

7月初，新加坡经济韧性小组宣布新措施，为受关税冲击的企业提供补助，同时帮助员工应对就业变化。

美国总统特朗普星期四（7月31日）签署行政命令，对数十个国家征收介于10%至41%的对等关税。尽管白宫公布的名单没有提到新加坡，但根据总统行政命令，未列入名单的国家或地区，出口到美国的商品将面对10%关税。

新加坡贸工部星期五（8月1日）确认，我国将继续面对10％美国关税。

在《茶水间三问》播客节目中，徐芳达说，企业不应抱着“冬去春来”的侥幸心理，期待不做调整就能生存下来。他指出，特朗普的关税政策对全球经济及国际关系的影响深远，并非短期内就能“熬过”的冬天。

杨莉明表示，我国的战略方向不会发生重大变化，仍将继续与世界经济保持紧密联系，这对新加坡长远来说是比较明智的做法。

新加坡曾被形容为舢板，比其他大经济体更能灵活地改变航行方向。杨莉明认为，这个比喻已不再适用，新加坡应成为精准的快艇，才能乘风破浪。

徐芳达补充说，驾驶快艇的人需要具备更高的技能，并建议新加坡这艘快艇应该是电动型的，而非使用柴油。
