手持手机违法，那把手机夹在支架上看视频、打字，或者滑 Apple CarPlay，算不算违法？国会三读通过《公路交通（杂项修正）法案》，规定驾驶时手持手机即属违法。但多名议员提出，即使设备固定在支架上，操作车载系统或看屏幕同样会导致视线离开路面，造成严重分心。把手机挂起来，真的就能免责吗？
