Although Democrat U.S. Rep. Alcee Hastings' death cuts Democrats' narrow majority in the U.S. House by one, Hastings' seat will soon be filled — likely by a Black Democrat. But exactly when voters in the congressional district will get to choose Hastings's replacement isn't clear. And there is uncertainty at the moment about the rules governing how those votes will be cast. By the end of 2020, three Democrats — all Black candidates — had filed documents to run for Hastings’ seat in the 2022 midterms. None have filed campaign finance reports yet.
