What if one of Australia's most notorious serial predators was living an ordinary life, hiding in plain sight, and nobody ever knew who he really was? Known only as Mr Cruel, this unidentified offender abducted and sexually assaulted young girls across Melbourne between 1987 and 1991, leaving a city terrified and investigators searching for answers. More than three decades later, the murder of 13-year-old Karmein Chan remains unsolved, and the identity of the man behind the crimes is still one of Australia's most chilling mysteries.

Note: after recording learnt that Karmein Chan's name is pronounced as 'Carmen'. Update at the top of the episode after initial release.

Story starts at 7:52.
