FBI offers reward for wanted fugitive

The FBI is requesting the public’s help in locating a convicted gang member with family ties to Fayetteville and Raleigh, the agency said in a news release.

The FBI Westchester County Safe Streets Task Force, Yonkers Police Department and U.S. Marshals Service are trying to locate Jamar Manners, also known as Gutter, the FBI said in the release.

Agents and detectives said Manners has violated the terms of his probation twice after serving time in federal prison for a gang conviction. He has been charged federally with possession of a firearm by a felon, the release said.

He was spotted by agents Tuesday in New York. When agents spotted Manners, he jumped from the vehicle he was driving and ran, the release said. Agents found a loaded gun in the car, the release said.

Manners was once a leader of the Elm Street Wolves, a violent street gang in Yonkers, New York.

An FBI official said Manners has family ties to the Fayetteville and Raleigh areas.

Anyone with information on his whereabouts is asked to call the FBI Westchester Safe Streets Task Force at 212-384-1000.
