The Trump Administration Is Drafting a Rule to Pay Married Mothers About $9,000 a Year to Stay Home With Their Children. Conservatives Are Split Down the Middle on It, So What Does Conservatism Actually Mean Now?

The Trump administration is drafting a rule that would let married couples with one parent at home collect federal child care subsidies, about $9,000 per child a year. The draft calls it parent-based child care, a new category inside the $12 billion Child Care and Development Fund, which HHS has run since 1996 and which until now has only paid for care that lets a parent work or go to school. One spouse has to be working at least 35 hours a week. Income has to fall under the state cap. Unmarried couples don't qualify at all. It would be the first time Washington pays a parent to stay home with a child, and it doesn't need Congress. Vance has pushed the idea for years, the draft borrows from a bill Rubio wrote in the Senate, and it could take effect in 2027.
