 Summary & Purpose

The threat assessment presented below is to advise and assist primary care centers, trauma centers and first responders in preparing for an upcoming terrorist attack to be carried out by the Islamic State (ISIS) and the Islamic State Khorasan Province (ISKP), but orchestrated by al Qaeda, as a prelude to a secondary, much larger attack, by al Qaeda.

 Hospitals and trauma centers, specifically Tier 1, are being targeted for attack by the Islamic State (ISIS) and the Islamic State Khorasan Province (ISKP). The attack is being orchestrated by al Qaeda, Hamzabin Laden, and Sayf al-Adel, supported by Sirajuddin Haqqani, The Haqqani Network and the Afghan Taliban from terror cells and safe houses in Afghanistan.
