Chris Powell, columnist for the Journal Inquirer, says win or lose, career civil rights provocateur Michael Picard's federal lawsuit against the Connecticut state police, which a judge has just approved for trial, will at least demonstrate the corruption that now extends to the top of the organization and has been institutionalized by Governor Lamont and the General Assembly.
