Under proposed changes by the Ministry of Law, the consent threshold for en bloc sales would be lowered from 80% to 70% for private developments aged 40 to 59 years, and to 65% for those 60 years and older. At the same time, new safeguards aim to better protect minority owners through higher compensation caps, shorter signature collection periods and stricter limits on repeated failed sale attempts.
