Shapley has worked at the IRS for 14 years and said in a whistleblower retaliation complaint that his choice was to 'turn a blind eye to their malfeasance and not sleep' or 'put myself in the crosshairs by doing the right thing.' His subordinate has worked for 13 years and expressed outrage at having been yanked from the investigation.
