Mark Miller from Pacific Legal Foundation heard on Memphis Morning News discussing a victory for students at public schools discriminated against based on race.  Public statements by the NYC Mayor and others indicated that a policy change was intended to reduce the percentage of Asian students at the schools and to increase the percentage of Black and Hispanic students, and the City's modeling showed it would have that effect.
