Ramona starts the episode by complimenting Liz's new haircut only to find out Matt thought Liz was wearing a hat all morning. 

This leads the whole cast of the show to believe that despite Matt's true crime passion, he wouldn't be able to offer any identifying characters of anyone if he were to witness a crime. 

Also - Matt's adhesive condiment idea and Liz tells you to make sure you always have an extra tortilla.
