By Newsbreak Senior Producer Taresh Harreeparshad - The Municipal Structures Amendment Bill or Coalitions Bill is unlikely to be enacted by the Local Government Elections this November. That's the calculation of the South African Local Government Association (SALGA). The much-awaited Coalitions bill seeks to establish stability in coalition governance while supporting uninterrupted service delivery. The bill proposes that coalition agreements be published for public access and that motions of no confidence be reduced to once per year. The bill is currently before Parliament.
