This was a key finding in the Institute of Race Relations (IRR's) report entitled Local Government: crises decades in the making and how to deal with them. It says that municipalities have been plagued by poor governance, perpetual financial difficulties and ineffective administration. This makes the urban viability of municipalities unattractive for economic development, according to the report.
