It's the first day of classes at most Cal State universities, but the threat of budget cuts looms over the new start. About $1 million was supposed to go toward a Vietnam Memorial in Fountain Valley, but it's nowhere to be found. Brown pelicans are alright after a troubling spate of die-offs. Plus more.
