Pa. governor expected to sign bill that would issue fines to drivers using handheld phones

Hands on the wheel, not on the phone -- otherwise, it could soon cost you in Pennsylvania.

Gov. Josh Shapiro is expected to sign a bill that would allow police to issue $50 fines to people who are holding a phone while driving.

State Rep. Ed Neilson, of Philadelphia, the chairman of the Transportation Committee, says distracted driving causes more crashes than DUI. The Democrat says this bill treats cellphone use behind the wheel "with the same amount of alarm." It would also require at least one question on the driver’s exam to be about distracted driving. Hands-free phone use, like Bluetooth, Apple CarPlay, and Android Auto, is OK.

Twenty-six states, including New Jersey and Delaware, already have hand-held cellphone bans in place. Pennsylvania's legislation is called Paul Miller's Law, named after a Scranton man who was killed by a distracted driver in 2010.
