The recovery operation at the site of the Francis Scott Key Bridge in Baltimore has transitioned to a salvage operation. National Transportation Safety Board Chair Jennifer Homendy said Wednesday a senior investigator looked at the manifest of the cargo ship Dali and determined there were 54 containers of hazardous materials onboard the ship. Some of the hazmat containers "were breached," and sheen was seen on the surface of the Patapsco River, she said. She said there were 23 people aboard the ship at the time of the accident.
