It's been two years since a California task force released a first-in-the-nation report detailing harms against Black residents in the state ... and providing ideas for reparations.  But state and federal limits on affirmative action have presented legal hurdles to California's reparations movement.  Now, as KQED politics correspondent Guy Marzorati explains -- supporters in the legislature are trying a new strategy to pursue their goals of racial justice.
