The city of Palo Alto has a rotating homeless shelter … at various churches, a drop-in day center … and even safe parking for RVs…but no fixed overnight shelter. 
That’s changing this week … as construction gets underway for a first-of-its kind interim housing site – in one of the Bay Area’s most expensive housing markets.
