California has a goal to aggressively phase out fossil fuels in order to achieve net-zero carbon emissions by 2045. That's contributed to the closure of oil refineries across the state … including Valero’s facility in the North Bay city of Benicia. But with gas prices spiraling higher, the state has focused more on securing supply than on building a bridge to a green economy. And as KQED's Julie Small reports, that’s putting refinery towns like Benicia in a tough position.
