Electricity bills have gone up a lot in California and parents of young kids are really feeling squeezed. According to a survey, one in three can’t afford utilities. Experts say when parents have trouble meeting basic needs like electricity their children’s well-being and development suffer. KQED’s Daisy Nguyen tells us one East Bay mom’s story.
